Book of the Arcane and Skillpoint Respec

1st one : I got the rare book of the arcane from the fairy mistress.. It says use this book to reveal its secret.. Nothing happens when I use it.

2nd one : Can you respec the skill points, if yes.. How.

They npc by the fairy forest will reset your skill points, the book teaches you some spells. You might already know them.

If you've already learnt the spells, you may have a spare book. You can actually equip it as a ranged weapon. It has some decent mage skills such as +5 intelligence and it's a decent ranged weapon for most of the game.
